Health and Safety pro believes the zero work accident rate is a myth


It is sometimes argued that health and safety culture is trying to create a system where no work accidents at all happen ever. This approach may come from those resistant to HSE impositions, who believe it leads to expensive and impossible situations for employers, or from over-zealous employee health officers who think of it as a good thing.

Perhaps in response to this attitude, whichever side it comes from, the Institution of Occupational Safety and Health invited a large company's health and safety co-ordinator to challenge this concept in its official magazine.

Describing it as "Myth no. 1", he argued that aiming for zero lost-time accidents at work (i.e. those that cause the employee who suffered personal injury to take time off) is "simply nonsense". He argues that, rather than aiming for the unrealistic goal of an entirely accident-free environment, employers should simply aim to keep the level of danger to that of "life risk."

For the purposes of an employer, though, the sight of a health and safety professional acknowledging that industrial accidents are to be expected should not be taken as carte blanche - it is clearly a limited acceptance, and one that still demands that efforts should be made to avoid reasonably predictable incidents through equipment, safeguards and training for employees, or accident at work compensation claims may be a possible option for the injured party.

There is an awkwardness in this situation, of course, in that there is always going to be a grey area between what is obviously reasonable and what is clearly unreasonable.
