Concerns were raised by personal injury lawyers that the HSE was sending out the wrong message to employers as the fall in inspections could lead employers to believe that they can get away with compromising employee safety.
Defending the decrease in inspection rates, an HSE spokeswoman described the figures as "meaningless" as other types of intervention were in place which are tailored for the different industries they regulate.
She added, "It would not be a cost effective use of public money to inspect every HSE-regulated business in Britain on a regular basis."
