A major part of the Health and Safety Executive's (HSE) work is to act as an inspectorate for work and industry to prevent regulation infringements that could lead to work injury. As such, in March 2009, a series of inspections on building refurbishment sites led to the closure of 348 sites where serious breaches had been found.
Around 2,145 contractors, working on 1,759 refurbishment sites, were involved in the spot checks to ensure compliance with health and safety regulations; approximately 500 enforcement notices were attached in total as a result of the investigation.
The inspection focussed on the following areas that are often attributable in work injury accidents:
Where work was being carried out at height proper risk assessment had been carried out and appropriate safety precautions were being utilised; All equipment was being used correctly, had been properly installed or assembled and was being maintained adequately; Each site was organised to avoid trips and falls; Stairs and walkways were clear and obstruction free; Work areas were well maintained, free of materials or tools not being used, and that waste material was being removed regularly; Any risk posed by the removal or disturbance of asbestos materials was being managed adequately; and all workforce members were aware of hazards and risk control procedure.
Philip White, appointed chief inspector of instruction in December 2008, said of the findings, "This inspection initiative was well publicised and for our inspectors to still find this level of disregard for basic health and safety standards on refurbishment sites is disappointing.
"While any improvement has to be welcomed, our inspectors still found practices so far below the acceptable standard that they felt it necessary to take enforcement action on one in five sites. This is still very worrying."
