Work in the offshore gas and oil industries can be extremely dangerous and although it is true that they are inherently hazardous, the two industries continue to face multifarious but achievable safety challenges.
For example, in 2010 between the gas and oil industries there was a shared fatal and major injury rate of 192 per 100,000 workers. This was a marked worsening of figures from previous years, rising from 106 per 100,000 workers in 2008.
Another significant worry for the industry is hydrocarbon releases. These incidents are seen as a major indicator of a workplace's serious accident risk and should be reported under the terms of the Hydrocarbon Releases (HCR) System as part of the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995 (RIDDOR).
Indeed, it is these hydrocarbon releases that account for the majority of reported safety incidents (at 42%). Other relatively common incidents involve the failure of offshore equipment, lift-operating incidents and well-related difficulties.
"Although the overall numbers of injury and dangerous occurrences are comparatively low, considering a workforce of almost 27,000 and the numbers of rigs and the continuous operations undertaken, this does not excuse the fact that the fatal and major injury rate has almost doubled. This year's overall health and safety picture is simply not good enough. The industry has shown it can do better and it must do in future," comments the Health and Safety Executive's head of offshore safety.
"I am particularly disappointed, and concerned, that major and significant hydrocarbon releases are up by more than a third on last year. This is a key indicator of how well the offshore industry is managing its major accident potential, and it really must up its game to identify and rectify the root causes of such events," he adds.
