2008 research undertaken by the Institution for Occupational Safety and Health revealed that whistle-blowing on safety grounds was most likely north of the border, meaning that compensation claims in Scotland should be less prevalent than they otherwise would be.
The results were striking, revealing that 75 percent of Scots who fear that personal injury may result from working practices were prepared to go to the Health and Safety Executive or to their line manager's superior to warn of their fears, compared to only 62 percent elsewhere. They were also noticeably more likely to know who to go to with their fears than Southern counterparts.
Even the attitude that European health and safety laws were ""silly" red tape was significantly less prevalent in Scotland than in England.
In the run-up to a work injury conference at the Scottish Parliament, for which this data was collected, the IOSH's president said, "'Health and safety' is sometimes blamed for banning such things as sack races in schools, Christmas decorations and even children's conker games. Now the Institution of Occupational Safety and Health (IOSH) is hosting this debate at the Scottish Parliament to get the issues, including those in the workplace, out in the open.
"The stereotype of health and safety professionals wanting to ban everyday activities is a myth that we want to bust. The cotton wool culture' doesn't do anyone any favours either and could actually make young people less able to deal with risk when they grow up."
Although the willingness to blow the whistle may have reduced accidents, it has not eliminated them; HSE figures show 32 deaths, 2,721 serious cases of serious personal injury, and more than 100,000 cases where people feel an injury or disease has been caused or worsened by work in the year previous to this conference.
