Figures released under the Freedom of Information Act indicate that the Shetland Islands may just be the Scottish accident claim capital, with 2,000 separate accidents occurring each year in a population of just 22,000.

Amazingly, in 2008, even before the end of the year, there were 1,899 health and safety incidents reported on the grounds of Shetland Council property. This puts the island on track to reach last year's total of 2,091 accidents.

However, some people believe that the startling statistics may be attributable to the council's officious detailing of every incident. A council spokesperson comments, "The high numbers are probably down to our meticulous recording of incidents." Adding, "At present, every single incident is recorded. But you may see these numbers drop in the future when each department has to record these incidents themselves."

Accidents recorded range from animal attacks to slips, trips and falls, to objects falling from height, playground accidents and even those that are categorized as "bitten by a person".

Local residents say they have trouble equating the statistics with the reality of life on the island as they know it. One comments, "I can't believe there are so many accidents. To hear that these vast lists of health and safety incidents are being compiled by the council is a bit of a shock. "As for people biting each other, I can only imagine this is going on within the council, as I certainly haven't heard of the general public going round doing this. "Hopefully they have just been a bit over-zealous in their recording of these things, or people may start to think twice about coming here."
