Although Scotland is less populated than England, there are several cities Edinburgh, Glasgow, Aberdeen and large towns, all of which have an urban infrastructure where people are likely to suffer a work-related injury and are then eligible to make a Scottish accident claim.
For example, in August 2010, it was reported in the press that the driver of a dumper truck on a construction site in Fife had been killed when it overturned. The circumstances of the work accident were not revealed and it may be one of those cases of pure bad luck or that the victim was responsible for his own misfortune.
The police, Procurator Fiscal and Health and Safety Executive all have responsibilities when there is an industrial accident of any sort in Scotland and, no doubt, provided reports and considered prosecution of whoever is believed to be responsible for the man's death.
The Health and Safety Executive (HSE) is the government body in charge of legislation and supervision of employees to protect them from harm while at work and has offices in Scotland as well as the rest of the UK.
HSE has 270 staff in Scotland, approximately 170 of whom are frontline inspectors, including about 80 general and construction inspectors, as well as chemicals industry and offshore inspectors and specialists who work across the border too.
With the offshore oil and gas industry in the North Sea being so important both for the economy of the country and the employment opportunities for thousands of people, Scotland is at the leading edge of exploration, extraction and processing technology and there is a strong awareness of the need for safety in such a hazardous environment both at land and sea.
Offshore safety statistics are collected by HSE officers and these show trends in deaths and serious injuries caused to workers in the industry. Any particular increases are investigated and recommendations or regulations made so that future work accidents can be avoided or reduced.
Everyone who works offshore or on land in the oil and gas industries knows that they are more at risk of harm than many other workers, such as those on building sites, but very strict health and safety procedures have been adopted, making the employees proportionately much less at risk of suffering an accident in Scotland than those in construction.
