Construction industry experts and personal injury lawyers who act for victims of building site accidents followed closely the developments regarding the set up of a Tower Crane Register in 2009.
Crane accidents are among some of the most devastating cases that personal injury firms deal with and the development of a register to monitor the use of such dangerous equipment was welcomed by many bodies concerned about the number of avoidable fatal and severe injuries occurring as a result of unsafe cranes and working practices surrounding these largely unregulated structures.
However, although the Health and Safety Executive (HSE) launched a public consultation on the register from July to October of 2009, some industry experts felt the consultation did not include some of the most hazardous types of cranes in use in the building industry.
Terry Duxbury, co-director of the United Crane Operators Association (UCOA) suggested that leaving mobile and crawler cranes off the list was an oversight as their use is widespread and carries major associated risks.
He said, "More accidents happen across the world with these cranes than with tower cranes. It's simply that the latter are monstrous things, so everyone takes notice when they fall over."
According to Duxbury's log of worldwide crane accidents out of the 66 he has recorded this year, seven have involved tower cranes - mobile and crawler cranes have been implicated in 32 personal injury accidents.
Unfortunately, the logistics surrounding the smaller type of crane means their inclusion on a register could be impractical as many are only very temporary, perhaps even being used for as little as one day. Tower cranes are fixed in place and usually in place for a number of weeks.
However, certain safety bodies feel there can be no compromise where worker safety is an issue. Liliana Alexa, of the Battersea Crane Disaster Action Group, said they would support the UCOA's call.
She said, "We will push for all cranes to be put on the register, alongside all other equipment on site."
