Railway accidents and a major Rail Safety and Standards Board report

Although railway accidents are a relatively rare occurrence in the UK, they do happen periodically and often with devastating consequences.

With this in mind the Rail Safety and Standards Board conducted a piece of research to look the effectiveness of various safety mechanisms that could be introduced into passenger trains with a view to reducing the severity of railway accidents.

One safety mechanism this research looked into was the use of seatbelts on trains, something that had particular pertinence following calls for their introduction in the wake of the fateful Berkshire level crossing train crash.

The Potters bar railway accident also prompted similar calls following comments such as the following one, "Passengers were being thrown through the windows, which broke on impact. They were hitting structures as they were thrown out of the train."

However, after looking at the efficacy of both two-point (like the kind used on commercial airliners) and three-point seatbelts (the kind typical to motor vehicles), the researchers concluded that although there were some advantages to this form of restraint, the disadvantages outweighed them and that seatbelts would be more likely to increase the risk of passenger injury and death than minimise it.

Anson Jack, Director of Policy, Research and Risk at the RSSB, commented, "The research has taken a very thorough look at passenger survival in train accidents. The conclusions are that seat belts would, overall, increase passenger injuries in a crash situation."

However, the researchers did find that a widespread introduction of laminated glass windows in place of toughened glass windows would have the effect of reducing the number of injuries and fatalities caused by passenger ejections.

"Progressively fitting laminated glass will bring additional safety advantages. In support of this approach, we have recommended that the industry adopts a common approach to escape in the event of an accident," Jack said.
