The Haddon matrix is one tool available to people making the risk assessments that should reduce the need for passenger compensation claims.
Invented in 1970 by William Haddon, the matrix is a simple grid that breaks down the potential for personal injury in a given situation by time and by factors involved. It is now widely used in the field of injury prevention as a method of identifying activity that can be undertaken to prevent or minimise the effects of any accident.
Its relevance to coach and bus accidents can be demonstrated with reference to a 2003 study, published in the International Journal of Disaster Medicine, which investigated the applicability of the model to a serious crash where a coach had fallen from a cliffside path, and drew the conclusion that the matrix proved useful in the analysis of the accident.
The three stages of time in the matrix are the periods before the incident, during it, and afterwards. Activity in these periods can then be thought of as that which may prevent an accident, protect those involved, and promote recovery.
The four factors involved are those of the person in the accident, the social environment and physical environment in which the accident occurs, and the 'vector', the thing that inflicts the injury - in the case above, the fallen bus.
When these factors and periods are put along the sides of a grid, it creates the Haddon matrix; twelve areas in which safety improvements to a bus accident situation could be considered. For example, the study above suggested that fitting three-point seatbelts could have prevented injury when the coach fell - an improvement to the vector (the bus) in the period during which the event occurred.
Failure to complete a Haddon matrix will not necessarily make a company whose vehicles crash liable for compensation claims; if they have met their duty to protect their passengers in other ways, this may be enough. But negligence of their passengers' safety is likely to make such claims likely to succeed.
