The revelations revealed a shady world of construction firms paying out tens of thousands of pounds to a private detective who had compiled a "blacklist" of supposedly "difficult" workers, a practice in contravention of the Data Protection Act.
The files revealed compromising and potentially libellous comments on individual workers such as "communist", "lazy and trouble-stirrer" and "ex-shop steward, definite problems, no go". The files also included information on the trade union activity and personal relationships of many construction workers.
David Smith, the deputy information commissioner, said: "This is a serious breach of the Data Protection Act. Not only was personal information held on individuals without their knowledge or consent, but the very existence of the database was repeatedly denied."
Smith also commented that the ex-private detective "held information on thousands of construction workers and profited by checking names against his database.
He added, "Trading people's personal details in this way is unlawful and we are determined to stamp out this type of activity."
UCATT also condemned the practice. A spokesperson from the union commented, "UCATT members know from bitter experience of being refused work that blacklisting exists in construction."
