The rise of potholes in Britain and no win, no fee claims

In 2009 it became clear that a "pothole epidemic" was taking hold of the UK's roads, a fact increasingly reflected in the number of no win, no fee claims received by councils for pothole-related car accidents.

A landmark report by the Asphalt Industry Alliance (AIA) has indicated that a staggering £8.5 million is needed in order to bring Britain's roads up to standard.

The average local authority in England has more than 13,000 potholes in need or repair, working out at one every 120 yards. The number of potholes is up too, by 32% on last year, leading to concerns that roads are in a state of terminal disrepair.

And, as it costs around £65 to fill a single pothole, each council faces a bill of around £50 million if it is to address the problem.

Yet last year all local authorities combined spent just £65 million on repairing potholes, with a further £47 million spent on compensation, often in order to settle no win, no fee claims.

Mike Linley, AIA chairman, comments, "Free-flowing traffic on unobstructed roads is the most environmentally friendly and the safest. "Vehicles that have to constantly stop and start generate more emissions and with a road opening or pothole every 120 yards, free-flowing traffic seems like an impossible dream. "Allowing our roads to deteriorate into such a condition is irresponsible on several levels. Local authority highway departments should not have to bear the brunt of public complaints when they are the ones who have the will and expertise to get our roads fixed. "The situation could be resolved relatively swiftly by finding funding solutions that bring the bonus of creating more jobs around the country."

He also suggested that tackling the problem could help provide a much needed fillip to the economy. "Much of the £6 billion expenditure on roads announced by the Government in January has been allocated to projects that may not see the light of day for six years, if at all," he said. Adding,"Highway maintenance work provides the 'shovel-ready' projects the Government is looking for to stimulate the economy with almost immediate effect."

Edmund King, AA president, supported this view, saying, "Now is the time to follow Barack Obama's example and pump in the cash to restore UK roads, create jobs during the recession and help prevent cash-strapped local authorities haemorrhaging more public money. We need to break out of this vicious cycle of decline on our roads."
