One thing that is clear with the tragedy of asbestos is that there are no easy answers. Despite the fact that strict restrictions on the material's use have been in place for several decades, both the death rate and the no win, no fee asbestos claim rate continue to rise.
And, despite obvious risks and the very clear causal link between asbestos exposure and industrial illnesses such as asbestosis and mesothelioma, it is a fact that (as of 2010) the deadly fibre exists in thousands of public buildings across the UK, with 75% of all schools thought to contain it.
Fortunately, the Health and Safety Executive (HSE) maintains that if asbestos is "properly managed, remains undamaged and undisturbed, then its presence alone should not be a cause for concern".
However, this does not mean that the future is clear. After all, the substance cannot sit in public buildings indefinitely and there is conflict among experts about the best way to manage it in the future, as any shortcomings in this management could easily result in the asbestos claims of the next half to full century.
Robin Howe, a member of Watch, the government advisory committee on science is just one such dissenting voice. He told The Guardian newspaper, "HSE's reported assurance that asbestos in good condition in buildings poses 'absolutely no risk' is scientifically incorrect. All asbestos in schools, specifically including those in good condition, can constitute a risk."
Some things are less open to debate though, such as the terrible fear and pain caused by asbestos-related illnesses.
Those who have suffered exposure live with a "time bomb mentality", knowing that fatal illness could strike them at any time. While those who are diagnosed with asbestos illness live with the both the knowledge and the reality of a swift and painful demise.
It is a frightening situation, which makes uncertainty about the future of asbestos an issue in urgent need of serious consideration and, eventually, action.
