Ladder accidents -a problem in schools too

Falls from height, often ladder accidents, remain the UK's single biggest workplace killer with 45 fatalities in 2006/07 and a further 3750 major injuries.

It may be surprising to many, but ladder accidents are not just confined to typically hazardous industries such as construction and window cleaning. In fact, the risk more closely affects many of us than we would initially think.

One setting where this is particularly true is the school environment. In schools, ladders are used for a whole variety of tasks. Whether it is putting up displays, placing or retrieving items from storage, cleaning, opening or closing windows or some curriculum-based activity, the ladder is actually an essential piece of teacher-student equipment.

Naturally, where there is such a reliance on a risk-associated piece of equipment, the HSE has published best practice guidance for schools in the UK. This guidance pertains not only to conventional tall ladders but also to kickstools, stepladders and tower scaffolds.

And it is not only teachers and students who are at risk of suffering personal injury in an on-campus fall from height. Caretakers, site managers and cleaners will all be exposed to some level of hazard; this is why their needs are also provided for in the best practice guidelines.

The risk is real and ever-present, and employers who do not seek to minimise it may incur liability for no win, no fee claims. For example, in 2008 a school caretaker received a £38,750 work injury settlement from Hampshire County Council for the injuries he sustained in a 6ft ladder fall. Although he did not receive the 100% compensation he had been hoping for, the judge hearing the case agreed that the training provided by the council had failed to properly address all the relevant safety issues.
