It would be natural to assume that together with other Hearing Loss Protection Programmes (HLPPS) the Noise at Work Regulations would ensure that the workers of today are at greatly reduced risk of occupational hearing damage and the consequent need to make industrial deafness claims.
However, according to a review of twenty-one studies, published in the Cochrane Database of Systematic Reviews, there is only "low quality" evidence to suggest that legislative measures can effectively reduce noise in the workplace.
Interestingly, the study's authors note that although HLPPs can, in a pure theoretical sense, provide substantial protection from occupational hearing loss, there is "no evidence that this is realised in practice".
One thing that is clear is that the onus remains on employers to ensure workers receive correct instruction in the use of hearing loss prevention systems. For example, the authors noted that protection is inadequate in cases where workers do not receive proper training.
It is also clear that occupational deafness claims are not in danger of becoming a thing of the past; according to one study, even when protected, exposed workers are at four times greater risk of hearing loss than non-exposed workers.
The authors conclude: "There is contradictory evidence on the effectiveness of hearing protection and hearing loss prevention programmes. Higher quality prevention programmes and better implementation of legislation are needed."
