Closed head trauma is one of many possible ways employees can suffer deafness caused by work. Deafness sustained in such circumstances has little to do with the Noise at Work Regulations but far more to do with other pieces of regulation, such as those that apply to working from height.
Closed head injuries sustained in falls from height, slips and trips or as a result of workers being struck by falling objects, are a serious concern. Accidents of this nature are the foremost cause of fatal injuries in workplace accidents and, where not fatal, are also a leading cause of serious personal injury.
A closed head injury can damage hearing in many ways:
Additionally, a closed head injury may cause sensorineural hearing loss that is precipitated by a damaging autoimmune response to the trauma. However, scientists agree that the research proves no definitive link, so studies remain ongoing.
The Working From Height Regulations 2005 are perhaps the most relevant regulatory instrument for preventing deafness sustained as result of closed head injury. They apply to all kinds of work and there is no minimum height requirement; there need only be a risk of injury.
The regulations also make requirements of employers and management staff to ensure that work is properly organised, that there are adequate risk assessments, that there is suitable equipment, that staff have sufficient training and that staff are protected from possible falling objects.
