In 2011 it emerged that there had been more than 8,000 deaths in NHS hospitals as a result of medical negligence over the preceding thirteen-year period, with many of those families affected instructing clinical negligence solicitors to proceed with claims.
In fact, in 2009 alone, there were more than 900 deaths caused by alleged NHS negligence.
Although there were many reasons for the negligence, with individual and institutional failure a frequent cause, the imposition of top-down targets was blamed by some.
This was certainly a view expounded by the group Patient Concern. "I think targets had a lot to do with it, everything was rushed in order to meet the targets," said a spokesperson.
"They sound good in theory but people were cleared out before they should have been and not cared for properly."
Predictably, this led to the politicisation of the issue, with some commentators noting that there was a 300% rise in people instructing clinical negligence solicitors during the years labour was in power.
However, the thirteen-year figures were inflated because of one of the worst hospital scandals in British history – where 1,200 people died under the care of Mid Staffordshire NHS Trust because of top-down targets and spending cuts.
