The importance of making appropriate information available to prevent an accident at work was underlined by a 2006 incident in which a man received a serious electric shock while replacing lights in a car park.
In that case, a Health and Safety Executive inspection found that one of the contributory factors to the man's work injury was the fact that no circuit diagrams for the electrical systems governing the car park's lighting had been made available.
This meant that, although the power seemed to have been switched off when work began, a light-dependent circuit had not been switched off. When it grew dark, the activation of a light sensor reconnected electricity to the lighting cables, and the next time the cabling was touched by the worker involved, it gave him an electric shock.
The resulting personal injury included serious burns and bruising, and when the case came to court the company was fined £50,000 (plus £20,000 in costs) for breaching the Health and Safety at Work Act.
An HSE spokesperson said of this case that "The risks of working with electricity are well-known and this incident could easily have been avoided. Effective identification and isolation of the electrical supply, together with clear instruction and supervision from the very beginning and throughout such work, are essential."
