Best practice guide for hire and contract lifting to prevent a crane accident

 In the construction industry the use of lifting equipment has the potential to cause catastrophic crane accidents which can maim and kill innocent workers. In some cases a developer may have no experience of cranes and lifting equipment and may need much assistance with their requirements for hiring and using these hazardous pieces of necessary equipment.

The Construction Plant-hire Association (CPA), in association with the Health and Safety Executive, has produced a downloadable safety leaflet entitled Best Practice Guide for Crane Hire and Contract Lifting, which highlights the major legal requirements for the use of cranes and details the options available for the hiring of lifting equipment.

The leaflet is primarily aimed at contract hire companies who will be organising the set up of a crane, so that on initial enquiry from a crane hire customer they are able to offer best advice for the safest crane use, and protection of workers and general public.

To ensure safe working practice and to prevent a crane accident the major legal requirements for lifting operations are contained in the following legislation:

  • Health and Safety at Work etc., Act 1974 – sections 2 and 3;
  • Management of Health and Safety at Work Regulations 1999 – Regulation 3;
  • The Lifting Operations and Lifting Equipment Regulations 1998;
  • The Construction (Design and Management) Regulations 2007.

The CPA guide offers crane hire company hire desk staff a step by step guide on asking the customer appropriate questions to enable the crane provider to ensure the customer gets the safest crane hire setup possible for their construction needs, and that this setup will fulfil all legislation and regulations to prevent a crane accident at work or in a domestic setting.

Special mention should be made of levels of insurance to cover damage to loads and compensation for personal injury to persons.
