As a result of the Work At Height Regulations 2005, there exists a "fall protection hierarchy", or a preferred sequence of preventative actions that employers should take if they want to avoid a construction accident (and any related compensation claim).
The relevant section of the law indicates that an employer, in order to protect against a fall from height, should begin by considering if work could be undertaken without doing so at height. If this is not possible, the Regulations state that "every employer shall take suitable and sufficient measures to prevent, so far as is reasonably practicable, any person falling a distance liable to cause personal injury."
Those "suitable and sufficient measures" begin with making a fall unlikely, by, for example, boarding up scaffolding or setting up barriers. If such a method is not possible, the next best option is to set up a system that minimises the distance people may fall and the consequences of doing so, such as a safety net.

It is important to register, however, that at each level methods that protect building site employees from accidents en masse are always to be preferred over individual systems such as harnesses.
