Remaining vigilant in the face of the construction accident risk

While it is never reassuring to hear of health and safety breaches in the construction industry, it is reassuring to know that they are being reported and that negligent employers are being held accountable. Only in this way can it be ensured that the UK construction accident risk is minimised.

Every month of the year the Health and Safety Executive send out delegations of inspectors to sites in towns and cities right across the UK.

For example, in March 2009 inspectors visited 18 sites in Cambridge as part of their Shattered Lives and Hidden Killers safety campaigns.

As is almost invariably the case, the HSE reported a number of breaches, with seven resulting in the serving of prohibition notices. Two of these were served for offences related to working at height.

Peter Galsworthy, HSE Principal Inspector for Construction in Cambridgeshire, said that site managers must accept that any form of breach is unacceptable. "All employers in Cambridge must ensure they take health and safety seriously," he said.

He added, "Construction sites are dangerous places in which to work and it is important that health and safety is properly addressed at all times.  Five sites were found to have serious health and safety issues - such risk to the workforce is unacceptable.  As stated before our last inspection initiative, while workers in the refurbishment sector continue to be injured and killed, HSE will continue to target those contractors who flout health and safety law and come down hard on them where necessary."

The alarming rate at which some employers put their workers at risk of construction accident injury was underlined when in the same month 12 prohibition notices were served to site managers in Leeds.

Once again, breaches related to working at height were the biggest concern. In 2007/2008 there were nearly 5,000 falls from height reported under RIDDOR regulations, making the issue or falls from height one of the UK's most pressing workplace accident concerns.
