Construction accidents to be averted by CDM 2007?

Since 2007, the UK's construction sites have been under the rules set out by the Construction (Design and Management) Regulations (also known as CDM 2007). These regulations, according to the Health and Safety Executive, streamline the earlier 1994 rules so that people manage the risk of a construction accident, not the paperwork.

Everyone who is involved in the health and safety of a construction project - client, designer, and contractor - has their responsibilities set out in this document. These include the designer's duty to eliminate as much risk as is reasonably practical, the contractor's duty to manage, train and observe their workers, and the client's responsibility to inform the contractor fully about the project to be undertaken.

One important change between the 1994 and 2007 regulations is that the ability of the client to 'hive off' their legal responsibilities and criminal responsibilities has been removed. This is intended to make questions of liability in health and safety prosecutions or work accident compensation claims more transparent.
