Anyone who manages a quarry should be aware of The Supply of Machinery (Safety) Regulations of 1992, which require that seatbelts are fitted to all bulldozers of more than 15kw power. Indeed, fitting a seatbelt can save a life in the event of a bulldozer accident.
Unfortunately, there has long been a misconception in the quarrying industry that a rollover bulldozer accident is often "slow". This has sometimes meant complacency about wearing a seatbelt, with drivers and managers believing that they are at relatively low risk of injury.
The reality, however, is far different. Bulldozers are so heavy that when they overturn, they create such force that, if unbuckled, drivers are thrown from their seats and, if the cab is unsecure, potentially, even out of the vehicle.
The dangers are stark: 20% of all heavy machinery accidents on quarry sites involve overturning vehicles, and 8% of these result in fatal personal injury. Research indicates that, if everyone wore a seatbelt, the number of these fatal accidents would be significantly reduced. Indeed, although a seatbelt is effective, a full harness is even better protection against serious bulldozer accident injuries.
There are few better illustrations of the value of being safely buckled in than that provided by the case of a 64-year-old man from Wrexham, North Wales who, miraculously, walked from his bulldozer completely unharmed after it fell down a 60ft cliff at a quarry in Pentre Uchaf, Bodfari.
After the ground beneath the man's bulldozer had collapsed, sending the machine crashing, emergency service workers feared the worst. However, on arriving at the scene, they were stunned to discover that the man didn't have even a bruise or a scratch and was able to walk away from the scene of accident.
Later, the man's site manager revealed that it was only the presence of a rollover protection cage and the use of a seatbelt that had saved the driver's life.
