In October 2008 the Health and Safety Executive (HSE) published figures regarding construction site accidents that revealed the building industry had suffered 72 fatal injuries in 2007-2008.
Shortly after, the Secretary of State at the Department of Work and Pensions (DWP), James Purnell, publicly announced an inquiry into safety in the construction industry. He cited the industry as one of the most dangerous sectors in the UK; over 2,800 people have died after suffering injuries incurred as a result of construction accidents in the 25 years up to 2008.
He stated that the inquiry would explore means for the reduction of the "terrible toll" of construction site fatalities.
Purnell said, "Nobody can find it acceptable that this number of people have died directly as a cause of their work and we are not making sufficient progress on preventing this total of human misery."

The former chair of ACAS, the Advisory Conciliation and Arbitration Services group, Rita Donaghy, was selected to lead the DWP inquiry.
She said at the time of her appointment, "I am keen to get started and work with the trade unions, the industry and the Health and Safety Executive to see what lessons we learn from the root causes of construction accidents so that we can improve the health and safety of construction workers".
Donaghy would be assisted in her role by independent peer reviewers of the industry who had detailed knowledge and experience of the construction industry.
