Vision Zero - the end of serious car crashes?

Vision Zero is a revolutionary Swedish road safety strategy designed to actually eliminate all car crashes that result in serious injury or fatality by 2020.

The programme was devised in 1995 and implemented in 1997. It differs from other nations' car crash prevention measures by refusing to accept any level of death and serious injury as either acceptable or inevitable.

Instead, it was formulated on the principle of the primacy of human life. Under this principle it is not possible for human lives to be compromised by any other consideration, such as the need for mobility, speed, cost cutting, or convenience.

Developed by the Swedish National Road Administration, it seeks to implement its goals through a systems-wide strategy of road safety planning. This means taking account of all environmental aspects of the road-traffic relationship, so as to keep impact levels generated in any possible road accident to a level capable of being absorbed by a human body.

The strategy is also marked by its reluctance to blame individual drivers for accidents, instead attributing the vast majority of crashes to failures within the road safety system. This is not to say that the contributory relationship of human fallibility is ignored, only that human fallibility is inevitable and therefore needs to be controlled within the wider system.

Vision Zero is not without its critics, with many arguing that it takes an Orwellian approach to road traffic accident management, relying too heavily on the need for speed limits, speed cameras and other enforcement measures.

Whatever the case, if it reaches its goal of zero fatalities by 2020, it will be hard for anyone to find grounds to criticise it.
