Both of the men were killed in the incident after the marked Vauxhall Astra, which had been responding to an emergency call, hit the pedestrians as it left the road after colliding with another car.
Following the incident, deputy Chair of the IPCC said, "My thoughts are with the families of those who died as a result of this tragic incident."
The two police officers in the car at the time of the collision were uninjured in the incident but the male driver of the second car had to be treated for minor injuries at the scene.
As the police were found to be at fault for the car crash, relatives of the men who died in the incident were eligible to make compensation claims against the police for their deaths.
