Car accident claims and consultation

If the UK is to ever achieve a significant reduction in its car accident claim rate, it will have to seriously address all the issues at play in the road safety debate. Such an approach is bound to involve a great deal of consultation, and interested parties are likely to include policymakers, academics, scientists, personal injury solicitors, insurance companies and the wider public.

So far, perhaps, the best attempt at providing such a forum has been the House of Commons Transport Committee.

The Committee, which had a number of interested parties represented, sought to canvass the opinions and expertise of road user groups and road safety campaigners as part the Government's Strategic Framework for Road Safety.

Those represented included the Institute of Advanced Motorists, the AA, the Association of British Insurers, the Motorcycle Industry Association, the Road Haulage Association and cycling group, CTC.

During a 2012 meeting of the Transport Committee, a spokesperson from the Association of British Insurers told the Government that it had "failed to grasp the nettle" of car accident claim rates among young drivers.

Such crashes had an annual bill of more than £20 million, said the spokesperson.

Furthermore, he added, around 20% of young drivers have an accident in their early driving years, some serious.

The spokesperson commented, "This is a nettle which the Government has failed to grasp. They see the young driver merely as a voter.

"Claims of up to £20 million have been made. It's not unusual to have three or four people injured in a car crash who will need care for life."

In addition, a spokesperson from the Institute of Advanced Motorists told the committee that for inroads to be made, the issue of local authority road safety cuts would needs to be addressed.
