There are 7.5 million street lights in the UK which cost around £500m to power each year. In 2010, strict Government budget cuts forced councils to review their spending which led to the switching off and dimming of many streetlights around the country. Many road safety groups were concerned that the move would lead to a rise in car accident compensation claims for serious car crashes.
At the time of the changes, local councillors assured the public that they had carefully assessed the areas and times that the street lights would be turned off. However road safety groups and MPs raised serious concerns about the move.
Louise Ellman, chairwoman of the Common Transport Select Committee, said she felt the decision would compromise road safety.
Speaking to the BBC at the time, Ellman said: "I am extremely concerned that financial pressures are leading to steps which can jeopardise people's lives."
Buckinghamshire City Council was one of the first to trial the cuts and turned off 1,600 street lights around the county in 2009, saving £700,000. According to the local councilor for the area, the switch off did not result in any significant rise in car accidents or street crime.
Councilor Keith Carpenter said: "We have the intention of saving money but without compromising road safety."
Following the success of the Buckinghamshire scheme, similar plans were made for streetlights in other areas of the UK including Swansea, Essex, Leicestershire, Devon and parts of Yorkshire.
