The car accident victim's mother chose the day on which her daughter would have celebrated her 18th birthday to take the petition to Downing Street.

She had collected signatures of people who agreed that all emergency vehicles should be made to use their flashing lights and sirens whenever they are breaking the speed limit for the area in which they are driving. She believes if the driver of the police car had been using his lights and siren then her daughter may not have crossed the road into his path.
