Fortunately, here in the UK the use and manufacture of asbestos is banned, with its link between industrial diseases such as asbestosis well documented. It is, however, clear that a number of developing countries still continue to expose workers to the unacceptable risks of the substance. China, Thailand, India, Russia, Brazil, Zimbabwe and Pakistan are just seven such countries, making it imperative that the international community exert pressure to try and stamp out the use of asbestos altogether.
Paul Rowen, MP for Rochdale, is just one of the many admirable voices trying to influence the government to do just that. As a result, he has tabled an Early Day Motion (EDM) requesting that the government join forces with the International Labour Organisation to help all countries bring into force the Convention Concerning Safety in the Use of Asbestos 1986 and the United Nations Environment Programme regarding the Stockholm Convention on Persistent and Organic Pollutants.
Commenting on the EDM, Rowen said, "I hope that our Parliament can use their expertise on the dangers of asbestos and work with third world countries so that they learn the lessons that we have had to. "Rochdale residents were shocked in August to find out that the looms and carding machines once worked at the Spodden Valley factory by Rochdalians were sold to India and Pakistan and are now being used there. "MPs from all three parties have now signed the motion, over 30 MPs have currently pledged support. "It was at the launch of Geoffrey Tweedale and Jock McCulloch's book, Defending the Indefensible: The Global Asbestos Industry and Its Fight for Survival' that it came to light that for over 30 years asbestos companies had misled the public on the dangers of asbestos. "I hope by that bringing attention to what's happening in Pakistan, China and India, we can prevent the tragedies and death that happened here in Rochdale."
Any action would greatly benefit from the cooperation of Canada, which, although it has banned the use of asbestos within its own borders, continues to be the world's largest exporter of asbestos, with most of it being shipped to developing countries. All of this despite the irrefutable body of science linking asbestos with deadly industrial diseases such as asbestosis.
An editorial in the journal of the Canadian Medical Association recently made an apt analogy when it likened the practice to arms trading. "Canada's government seems to have calculated that it is better for the country's asbestos industry to do business under the radar like arms traders, regardless of the deadly consequences," it said.
