In 2011 Canada attracted widespread criticism from the western world, with politicians, public health campaigners, occupational safety groups and asbestos solicitors all joining forces to express their anger at the nation's decision not to formally recognise chrysotile asbestos as a carcinogen.
What made the lack of formal acknowledgement seem so hypocritical was the fact that despite banning domestic use of a product which is scientifically proven to cause industrial diseases such as mesothelioma and asbestosis, the Canadians were prepared to allow an international culture of acceptance of asbestos use.
As a result of the Canadian position, the United Nations' Rotterdam Convention, a multilateral treaty to promote shared responsibilities in relation to importation of hazardous chemicals, was unable to include chrysotile, or "white", asbestos in its list of hazardous substances – a position which could have an indirect impact on the lives of thousands of people from across the world.
Quite rightfully, health and safety groups and asbestos solicitors expressed their anger that this failure to include chrysotile asbestos on the list of banned substances could lead to people in developing countries being ignorant both of the harmful effects of the substance and of the proper precautionary measures needed for its handling.
Others criticised Canada for failing to set the kind of example that would be expected of a developed country – as of 2011 it was the only such country to produce and export the substance, with the others - Kazakhstan, Kyrgyzstan and Vietnam - all being developing nations.
