What is the true cost of an accident in the workplace? This question, although apparently simple, can be both very contentious and very difficult to answer.
Unfortunately, there are sometimes parties which seek to underplay and underestimate the economic effects of accidents in the workplace.
Sometimes there is nothing sinister in these attempts – however, it is often true that the motivations for underestimating the cost are either political or motivated by the desire of big business to cut perceived health and safety red tape.
For example, in 2011 the UK employment minister suggested that the cost of workplace injuries and industrial illnesses was around £20 million, yet the truth was that minister had taken the extreme low end of an estimated figure, which on closer inspection revealed the cost to be closer to £33 million.
In fact, the campaign group Hazard went as far as to say that the minister had misled the Commons.
"The £20bn figure was the lower extreme of a Health and Safety Executive (HSE) estimate that put the possible cost to society of workplace health and safety failures at £31.8bn. This was based on 2001 data. Add in a decade of inflation, increasing health care costs and changing patterns or work-related ill-health, and the figure is certainly now considerably higher," commented a spokesperson.
There is also evidence that cutting spending on health and safety creates a false economy. This is because the cost to the economy of accidents, whether through lost working days, hospital costs or personal injury solicitor fees, is actually far higher than the costs of investing in jobs and systems that are designed to reduce the accident risk.
A spokesperson with Hazards comments, "Studies show workplace safety regulations save money and lives. And far from being job killers, they don't result in job losses but can actually promote jobs through innovation."
