Every year thousands of riders suffer injury in motorcycle accidents caused by excessive speed. Some riders who are caught speeding will be given the option of going on a speed awareness course as an alternative to receiving penalty points on their license.
There are benefits to this option. In fact, far from allowing riders to simply "dodge the law", a Staffordshire University study has found that these courses may have the effect of reducing average speeds by around 5mph. Ultimately, of course, this may mean a reduction in the number of speed-related motorcycle accidents.
A Transport for London spokesperson explains how the schemes seek to tackle the causes of speeding by addressing the causes. "It is not a brilliant analogy, but we are trying to replicate what happened with drink-driving and change perceptions of what is acceptable. We have a culture that encourages people to rush everywhere," he said.
Adding, "In terms of traffic, what you are rushing towards is the next traffic lights, or queue of cars. Slowing down and taking a more measured approach usually doesn't mean you get to your destination any later."
However, with the courses only being available to those who marginally exceed the speed limit, there are criticisms that the government is missing a trick. Edmund King, director of the RAC Foundation, comments, "The driver doing 40mph in a 30mph limit is arguably in far greater need of a speed awareness course than the driver caught at 35mph. The extra 5mph really is the difference between life and death. This is a valuable opportunity to get drivers back in the classroom.
"If these courses are restricted to drivers caught at lower speeds, then we will miss the chance to save lives by changing people's behaviour."
