Highways Agency alert after fatal motorbike crash

Road safety conditions should be continuously monitored, but unfortunately it is often only when a motorbike crash or car accident occurs that the Highways Agency is alerted to dangerous road conditions.

In December 2009, at the inquest into the death of a teenage motorcyclist, the coroner noted that she would be alerting the dangers of the particular road junction at which the accident happened to the Department for Transport agency, as it is their responsibility to operate, maintain and improve the strategic road network in England.

In May 2007, an 18-year-old motorcyclist had been travelling eastbound, along the A27 from Chichester to Arundel in West Sussex. He collided with a car which had crossed from the central reservation to join the carriageway.

A pensioner, who lives in the caravan park on the westbound side of the carriageway, had been driving the car and told the coroner's court that he had crossed this carriageway in the same way for over six years.

"I drove across to the central reservation and stopped until there was no traffic coming towards me before I pulled across to join the opposite carriageway. The next thing I knew there was a massive bang," he said.

When asked if he had checked the carriageway for other vehicles before he pulled into the road he said that he had.

A police forensic collision investigator told the coroner that assessment of the motorbike suggested it may have been travelling at between 82mph and 93mph, whilst witnesses told police the speed may have been in excess of 100 mph. Unfortunately, there was no accurate measurement of the speed.

The police investigator had also analysed road factors which may have been implicated in the crash, adding, "There are bollards on the central reservation which can restrict visibility depending on the location of the driver. This may have been a factor in this instance."

He said that although he deduced the accident in this instance was a result of speed, he felt, "the safety of the junction needs to be assessed."

The West Sussex coroner recorded a verdict of accidental death.

She said, "This was a tragic accident.

"I have heard evidence suggesting the visibility is restricted and I am convinced further fatalities could occur.

"I will ask the Highways Agency to carry out an urgent assessment with regards to the visibility for drivers coming out of the caravan park junction."
