The rise of the scooter accident claim

Under the Road Traffic Act of 1988 a mobility scooter or "invalid carriage" is described as, "a mechanically propelled vehicle the weight of which unladen does not exceed 254 kilograms and which is specifically designed and constructed, and not merely adapted, for the use of a person suffering from some physical defect or disability and is used solely by such a person".

One cause of this, said the official parliament report, is the fact that there is no official "fitness to drive" standard for scooter users. One minister commented, "Let me be very clear. There are some people who should not be on mobility scooters."
