How a drink-drive car accident in Scotland can result in the vehicle demolition

And, in 2009, it was announced that this was exactly what the Scottish authorities would do. Police would use a new "two strike" rule whereby they would destroy the car of any driver caught drink-driving for the second time - a drastic measure allowed under the Road Traffic Offenders Act of 1988.

Scottish Justice Secretary Kenny MacAskill was unequivocal in explaining his decision to back the two strike plan. "I hope that this will be a wake-up call and today the message is loud and clear – whether it is a prison sentence, taking your license, or taking your car – you will be caught and you will be punished," he said.

Neil Grieg, director of research and policy at the Institute of Advanced Motoring, also backed the plan, commenting, "It is draconian, but understandably they're very keen to send a strong message that repeat offenders will be targeted and very strong sanctions will apply. Unfortunately there is a hard-to-reach group who don't think about road safety." 

It seems the move may be just the first in a new Scottish shift to a zero-tolerance approach to drink-driving; for a long time now several Scottish ministers have been lobbying for devolution of drink-driving laws so that Holyrood can halve the existing UK legal blood-alcohol limit.
